Mission of Function • Create a Safe work environment through preventive methods and expert support • Enable high quality delivery through preventive planning and verification • Provide Transparency of QM&HSE Performance • Provide visibility of improvement areas through comprehensive root case analysis • Ensure implementation of improvement measures incl. transparency Responsibility / Tasks Planning: - Identify HSE related rules, regulations and contractual obligations applicable to the project. Periodically monitor changes to applicable legislation, industry guidelines and Siemens management system requirements, and where relevant advise and support project management team and stakeholders of changes. - Determine appropriate/required means for management of HSE aspects and compliance with rules&regulations and incorporate in overall project plan and budget. - Establish and communicate HSE targets and determine related KPI for the project, and periodically support in the preparation of the HSE section of the Project Management Monthly Report (PMMR) on behalf of the Senior Project Manager - Functional (day-to-day) responsible for HSE Advisors assigned to Project. - Actively participate and if required coordinate hazard identification and risk management processes during the project planning phase - Review and comment on sub-contractors HSE documentation. Support and participate in audit of sub-contractors and activities for preparation and follow up activities, and close out actions Continuous improvement: - Plan, initiate and coordinate continuous improvement actions for all phases of the project. Ensure good practice sharing and feedback of experience e.g. through continuous improvement workshops and project assessments. - Review and feedback on Wind Turbine design, tools and relevant technical documentation relative to Siemens legal and contractual requirements, in collaboration with the technical project manager - Ensure significant issues concerning operational health, safety or the environment, and / or product safety are escalated to HSE management for global consideration - Support site management where appropriate to stop work as necessary in order to avoid an unsafe condition; (note: any person can stop work) following formal processes
